Drains completely blocked by mud

There is a drain which is completely blocked outside number 12 Oak Road which means that surface water runs down the hill to the catch point outside my house. This increases the risk of flooding to my property. There is a great deal of fallen plant matter all up Oak Road that needs sweeping/clearing as the road sweeper can never get up the lane, which has accumulated over the 5 years we’ve lived here, and other drains are also blocked by dried mud and silt.
