Drain on roadside blocks frequently

There has been a persistent problem for many years of severe flooding after heavy rain, which sometimes covers the entire width of the road to two or three inches depth. A few years ago, the catchpit was replaced, but there has been no improvement. The problem seems to be that the entrance to the drain is a rather small hole in the kerb, which is set lower than the road surface in a depression on the road edge. Debris, including fallen leaves and twigs, collects in the depression and is washed into it during a storm and blocks the entrance to the drain.
