Street light lamp not working

The street light is not working (as per very dark picture). There is a small red dot from the lamp that comes on and off but the light isn’t on as it should be. I only have just noticed it. Must have broken sometime today. The broken lamp is located just outside of the garden wall of 6 Lacey Drive. But it is closer to the back gate of 8 Lacey Drive.
