Dead deer, but a live dog was trying to eat it amid roaring traffic

I was driving along the ring road near Brasenose Wood this morning. There's a dead deer's body that has been on the roadside to weeks, now squashed flat by cars. But a black labrador(wearing a collar) was trying to eat it, causing a hazard. I and one other driver stopped either side of it with out hazard lights on to try to catch it, but it ran off into the woods, Please, please clear dead deer and other road kill away quickly to prevent this sort of hazard. I have passed that particular deer (and others) many times, leaving them to fester just encourages dogs to stray into the road. Thank you very much.
