Overgrown hedge and brambles blocking path

There is an overgrown elderberry bush with brambles growing through the footpath in front of 91 Saxton Road,it is difficult to get a wheelchair chair through if nothing is parked on the road next to it,but if there is a car or van there the wing mirror then makes it impossible to get past at all.
