Extremely tall and unsightly weeds

We were advised to put this area back to its original hedgerow about three years ago. I did this according to their instructions (I have relevant paperwork) and as you can see from enclosed photographs it is unsightly now. Weeds taller than fence I a slightly concerned that weeds will disturb my fence. I spent a lot of money putting this in place and would appreciate your advice.

    This incident happened about half an hour ago. The vehicle mounted pavement and knocked over and pulled out bollard. The registration was PX73 LYB or D and a logo with Wilson was on tanker Papa Bear on windscreen too. Junction at Majors Road opposite Business Park, please advice,
