Dangerous encroachment onto road by landowner placing material and waste bins on carriageway

The landowner of the (old) lamb pub is building out a driveway onto the public highway on a blind bend, creating a dangerous corner. This is understood to be an illegal "stopping up" of the highway. They have further placed what appears to be waste bins on the highway which are filled with heavy material (concrete).
