Overgrown horse chestnut tree

This tree is not being maintained. There are very large branches overhanging the footpath with large spiky conkers that could cause injury. The path is becoming impassable and I worry about branches breaking off in a storm. This is on the footpath leading from Salesian Gardens to Temple Road.
