Overgrown hedge now making it impossible to walk on the pavement

This hedge has been becoming overgrown over the last few years a d has now reached a state where the branches extended out to begin level with the curb making it impossible to walk on the pavement and necessitating walking in the road. This is very dangerous for pedestrians, mothers with prams and people with mobility scooters.
