Street light blinks constantly when lit (throughout the night)

One of the street lights on York Place blinks on and off constantly. This is bright enough and constant enough to be distinctly noticeable in our bedroom despite thick curtains. The light in question is situated as you enter York place from st Clements, on the first patch of lawn. It has been like this for a few months, but the flashing has become more consistent recently.
Thank you for contacting Oxfordshire County Council Street lighting, unfortunately we are currently only available to respond to emergency situations which may have an impact on the health and safety of members of the public, these will be dealt with within a 24 hour period.
Reported faults will continue to be registered on our management system and these will be tackled in coming months.
Thank you for your report, we have logged this as a fault on our management system. This is the first report we have received regarding this unit.
Currently the temporary policy is for our interim contractor to attend electrical & structural emergencies as a priority, these will be attended within a 24hr period. However, when and if additional resources plus materials are available the contractor has started to carry out repairs to the older outstanding faults these will be grouped by areas for efficiency.
