Private gate blocking path

Sent to Cherwell District Council and Oxfordshire County Council less than a minute later

48 Park Road has put a gate at the end of their path but only opens outwards onto the pavement, blocking the pavement and forcing people into the road. I don’t think this is legal. Should open inwards?
