Roadside drain takes over 5 hours to empty resulting in flooding every time it rains

We have been reporting this for 4 years now. You keep coming to empty the drain but this is not the solution The drain is blocked between the drain outside our house which takes overflow water from entire Bakery lane plus main street, and the next drain along. Theefore, despite our drain hole looking fine it takes over 5 hours to drain resulting in hours of significant flooding every time it rains.
