Skip on footpath

At the end of the cul-de-sac a skip that has been placed on a footpath. One of the residents that lives close by is in a wheelchair and has difficulty manoeuvring around the skip. The skip has been there a few weeks. But it is not the first time. Once they are empty they tend to be replaced with another. The skip is placed by the persons garage but it is a public footpath.
