Oxford Rd Cowley No traffic lights for single file traffic

The house with dangerously leaning metal fencing is overhanging footpath.
A diversion on same side for pedestrians remains on same side leaving motorists with single file traffic, not light controlled. Traffic coming up, meant to give way, can't actually see up the hill other than large vehicles such as buses.
A number of cars are travelling along pavement on police station side when meeting cars travelling up the hill.
Nightmare for pedestrians on both sides.
This really needs lights control urgently.
