Broken manhole cover - excessively loud

There is a broken manhole cover on the Abingdon Road by the traffic lights between upper way furlong and A4130 - it is extremely loud when driven over which is very frequently as it’s a busy road - this is an environmental health issue as it’s keeping myself and several neighbours awake during the night and waking us up in the morning! Please can this be fixed asap?
