Water main leaking through road surface

This problem has been there for some time now - A burst water pipe is springing up into the middle of the road (It's not easy to see from the photos, but very apparent in person) causing constant flooding at the bottom of the hill. Apparently there was another right next to it which has been fixed and this was ignored at the same time. Multiple residents tell me they've been trying to get someone to look at this for a long time now to no avaid.
