Very poor condition of road bump with sunken drain

I drove over the bump at start of manzil way very slowly on Friday morning. Whilst driving over the bump my car wheels hit the sunken drain which has caused my rear windscreen to shattered completely. This area of road is in very poor condition and has caused substantial damage to my car.
