H bar over non-dropped kerb

The road markings here are confusing for road users and if clarified could create extra parking on an otherwise busy road.
There is an H-bar over a section of non-dropped kerb in this location. As I understand it, H-bars are simply advisory but are often used to signify the presence of a dropped kerb, which should not be parked across or obstructed. The H bars in this location extend far beyond the dropped kerb and should not be here. This is causing confusion for motorists, and leading to the owner of the driveway leaving aggressive notes on people's cars who are legally parked in front of the non-dropped kerb. Please could the extended H-bar be painted over to avoid confusion and to clarify the additional parking in this street.
