Homemade barrier bolted into footpath

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later

The footpath uphill from Pike Reach has been partially obstructed by someone bolting a shin-high metal barrier near the bottom. It's not full height like a cycle barrier, and there's only one. It's not bolted in particularly well and only to the pavement surface, hence suspecting it's homemade. With it being black on a black pavement and not very high, it looks like it could be fairly lethal at night on this path, which is downhill and not well lit. Please would you remove it.
