Thank you for your report. I am not sure what you have sent us photos of I'm afraid, or how they relate to our streetlighting. Our contractor attended to B17, on Belmont (footpath), the asset you reported this against, last week. They told us that it was working properly.
I am afraid that Smiths Wharf has never been adopted by Oxfordshire County Council (along with The Wharf, Kings Wharf, the roads and footpaths around Church View House, Tanners Row and Squires House etc.) It is therefore a 'private' road that, as far as we are aware, is still maintained by the developer who built it. Do you have contact details for them?
I attach a screenshot from our asset management system showing the lights in the area that we do maintain. If any of those are definitely not working please do get in touch with us again.
The old OCC lighting stickers that have been put on the private columns look very old, and were clearly a mistake by whoever installed the streetlights. Perhaps the developer had originally intended to try to get the road adopted as highway maintainable at the public expense, but then didn't or couldn't for some reason?
We will ask our Highways Agreement Team if they know anything about this and, if they have a contact, to ask the developer to fix their private lights and remove our stickers.
However, you will need to establish and contact whoever the current land owner is and contact them with regards to the lighting on Smiths Wharf.

Thank you for the report. Our contractor attended to the light reported, B17 and found no fault. From the text within the report it appears that lighting on Smiths Wharf is being reported. OCC do not manage the assets here.
