Dangerous loose piece of large tarmac

There is now a very large piece of loose tarmac come away from a pothole, caused by rain and heavy vehicles turning on it. This could damage another vehicle or person if not repaired as it could be flicked up. Existing pothole has been there for a long time but now about to double in size and more tarmac is breaking up around it.
