Using public highway as a storeage space

The construction company is using the whole parking bay for long-term storage of building materials. According to the parking-suspension notice, they have permission for 1 skip. However, they have 2 skips and around 4 parking spaces of building materials. They have fenced off the whole bay. The building they are working on has a large open space at the back which they could very easily use for all their building materials. It is wholly unnecessary for them to take residents' parking spaces for this purpose.
