Water mains lid/cover is loose, is a fall and trip hazard to people walking

Sent to Oxfordshire County Council less than a minute later

The cover/lid for water mains access on the pavement near 8 Church Road, Horspath, is loose and pops up, especially if rain is heavy, and trips people so they could fall. This is very dangerous especially as residents in the area are elderly and have mobility and sight difficulties. Does the lid need replacing? Or fixing down more securely? Please help, thank you.
