Build up of debris in ditch parallel to our property

Sent to Oxfordshire County Council less than a minute later

There is now a great plethora of old leaves, branches, rotten trees and general rubbish in the ditch which runs parallel to our property. This is causing problems with drainage and also vermin. Can it be cleared, please?
