Builders blocking national cycle path every day

Every day now, a large van belonging to the builders renovating the building next to the electrical shop is blocking the cycle path and forcing bicycles up on the pavement. They cordon off the road so there is no way around them.

They could easily park a little bit lower down the street, but choose to inconvenience hundreds of pedestrians and cyclists every morning instead. I understand that it makes moving rubble from the building easier for them, but should the public have to suffer because of it?
