Car damaging side verge where sewage line runs

Outside property 9 Wessex Road there have been cars frequently parking on the grass verge, tearing up the grass and the area is in direct line with a Thames water sewer line approx 2 feet deep. Risk to foul water drainage and unsightly, inconsiderate. The usual car is photographed. REG: FE11 WVD. Please can parking enforcement fine and ensure this does not reoccur.
