Totally blocked gulley

The blockage causes flooding 8n the road here, every time it rains. Water is currently covering the drain, as is clear on the picture that shows the brick edging behind the drain. This Is a constantly recurring problem that requires unblocking frequently, or remodelling the drain location, e.g. by increasing the height of the rear side brickwork.
