Whole road littered with pot holes

The road is disintegrating from top to bottom. The Avenue is lined with trees and it seems that nobody clears the leaves up after they have dropped resulting in the being driven into the road, swelling and shrinking, freezing and thawing in the tarmac which appears to be the main cause of the pot holes. Trees likely need pollarding again, and a clear up regime put in place to clear up the mushy organic matter left in the road.
