Huge puddle after each rainfall

Every time it rains a puddle forms as the water collects. Due to the busy road it is impossible to walk on that side as cars cant avoid it driving past, completely drenching the pedestrian. Pedestrians are somehow forced to use the crossing at the bus stop rather than the safer pedestrian traffic light, if they want to avoid getting wet
