Are these speed cushions legal?

Sent to Oxfordshire County Council less than a minute later

I understand that speed cushions are there to slow the traffic but these particular ones are so big that vehicles are slowing to 50% of the limit in order to not damage their car. Alternatively cars are taking a path straight down the middle of the road so that they don't feel the bumps at all. Are they regulation shape and size?
