It’s been here a while and just seems to be getting bigger and bigger. Fairly unavoidable in the cul de sac

In front of the homes in this area is not publicly maintained https://oxfordshiremaps.maps.arcgis.com/ apps/ webappviewer/ index.html?id=6c415c7f9eb94aea802cc1cc51b71a15, you would need to contact land registry for who it belongs too, but also the neighbours may need to check their boundary and contracts to see if they are in charge of maintaining it,
