Open/flipped up manhole cover. Dangerous.

The manhole appears to have been flipped/opened, so that metal plate is sitting at a right angle to the road, half in-half out of the manhole, creating a hole in the ground that a car might drive into/someone fall into and also a hazard that someone might drive into (the metal cover) and have an accident. This could be very dangerous.

This has been reported several times, nothing is being done. This is very very dangerous, please please please council do something before there is a serious accident
