Overgrown hedges/ planting on grass verge

Hedges / planting over-hanging highway boundary causing obstruction of grass verge forcing pedestrians to walk on the road also blocking access to public infrastructure (lamp post and man hole cover). To be cut back to highway boundary line as marked on the ground. Unsure as to whether these plants are private/public owned.
