Sent to Cherwell District Council and Oxfordshire County Council less than a minute later

Bike, good condition but starting to ‘decay’ ie rusting chain, small dent to front mudguard, left in alley. Lady who came out of her house next to the path said it had been there since 22 December (would explain the rust). Has lock wound around seat post but is unlocked. I suspect some poor person has been missing their bike …
