Inset Curb drain in pavement of road

This is probably not the same one your system wants to pinpoint. This is an inset curb drain (culvert?) deeply inset at road side and going under the pavement and draining from the road and positioned roughly central to the pond. I have cleared 10ft of the pavement of gloopy mud with average 6" deep which was also covering the 3-sections utilities concrete covers. This mud has been here some months contrary to your last inspection and is a huge danger for the schoolkids (some 4-5 years old!) who are compelled to walk into a dangerous road to avoid the total path obstruction. I cleared up the pavement and gulleys as school will be soon open again. However, having reached 18" into the drain to clear it, there are growing internal tree roots and thick mud that are causing the blockage. I was able to cut most of the periphery roots but these run deep and I have done all I can do within the confines of a long and narrowing underground drainage chute.
