Urgent - tree within last hour blown across road at low level

Sent to Oxfordshire County Council less than a minute later
The tree has been blown across Park Lane within the last couple of hours. It is not only quite low and could be hit by a high sided vehicle but am not sure how secure it is where it appears to have lodged the top of tree on other side of the road. Police say you should help, not them, as it is not currently on the ground. This road often used as diversion when A4074 is blocked for any reason, hope you can help please today.

Tree has been taken down but large trunk left precariously close to lane edge and danger to road users. Also roots have pulled up a man hole cover with blue cord enclosed. Needs attention as in verge and dangerous hazard plus not sure who’s responsible for this. Would send photos but my broadband down due to another tree wiped out fibre nearer Checkendonnon deers lane.
