Flag on lamp is causing a lot of noise to my property as it is so close, it also makes the light have a flickering affect in my windows

Sent to Oxfordshire County Council less than a minute later

The flag was not put up by me and is not my lamp post but really close to my house especially the upstairs rooms. The problem is the noise it makes when the wind blows and the flickering it causes when it blows in front of the light.
