Investigating
I have already reported this to Highways. See pictures.

Sent to Oxfordshire County Council less than a minute later
I have explained in my previous report that this structure is causing problems because it can't be seen. Please look at the pictures. They speak for themselves. This structure is dangerous. Please do something before a serious accident happens. I have reported the potential dangers of this structure: 1. Vehicles getting stuck or damaged as they cross this structure. See the vehicle part that has been left by one vehicle getting caught. 2. Most urgent - to avoid hitting this totally unnecessary structure, vehicles turning left out of Westbury Crescent on to Rose Hill, are taking a wide arc, which puts them in the face of oncoming traffic heading west on Rose Hill.

There is also a lack of lighting at the entry to Westbury Crescent, which agrivates the problem of these ground structures - as they are not seen by drivers in the dark. Also there are no road marks on that stretch of road at the entry /exit from Westbury crescent, so vehicles cannot position themselves correctly centrally to avoid those structurs. Please add lighting to that junction, add roadmarks to show seperation of lanes so that vechles can centre themselves away from those structures. And please remove the unnecessary and harrmful structures. The road is elevated at the entrance to Westbury Crescent, and is nearly level with the pavement, which also makes vehcile orienteering veru difficult upon exiting the road onto Rose Hill.

A few weeks ago, I spoke to the operatives putting plants in the 'rain garden'. They admitted that the structure was badly placed but had no say in the matter. A few days later, an operative was replacing a corner kerbstone of the rain garden - the kerbstone most frequently hit/damaged. The day after the new one had been fitted it was damaged again. The plants have been run over and squashed.
Surely by now someone with authority must realise that being stubborn about keeping this structure, is the wrong thing to do. It does not work. I will remind you again that there is great potential for an accident to occur because of traffic taking a wide arc to avoid this structure, putting itself in the face of oncoming traffic heading west on Rose Hill. When that happens, many people will say that they warned it would happen and someone will have to answer for that. Please listen to the people who use the junction every day.
Failing that, please visit but do so in a vehicle, see what residents see or don't see in this case, as they try to turn left. The plastic bollards, that still exist at all of the other newly created junctions, including the ones in north oxford, have been removed from Westbury Crescent. I can only think that it is because the damaged bollards, like the ones in the pictures I sent in previously, are a daily reminder to you that the installation is a very bad idea. Please replace the bollards until the structure is permanently removed. They help.

I'm reporting the same problem, but have a different view. The evidence from the photos suggest the damage may have been caused deliberately, perhaps by people opposed to the measures driving repeatley over the raised bed. Anonymous reporting also makes this seem more likely. For pedestrians the changes here have made crossing Westbury crossing easier by slowing turning traffic. Please could you take measures to prevent further damage. For example you could put in wooden bollards or boulders to create an obstruction. In addition please take similar action at the Rose Hill to Courtland Road entrance junction, where the pavement has also been driven over. Thanks

I'm amazed that somebody thinks anyone would deliberately drive over the obstruction! Do they really think that people would want to deliberately damage the underside of their cars to make a point? Look at the pictures above to see the remains of a car part, left by a damaged vehicle. I have had to help someone who had got stuck in their vehicle on the kerb. They were distraught! Anonymous reporting is available to safeguard people from overzealous reactions to posts.
I have absolutely no problem with slowing turning traffic - we all want to be safer but the "rain garden" is being run over because people can't see it. Most importantly, drivers are taking a wide arc to avoid this structure, putting itself in the face of oncoming traffic heading west on Rose Hill. It is dangerous!
