Very slow drainage

The drain in our communal garage area is very slow to drain which results in the area near to 6 residents garages becoming flooded whenever it rains. Obviously made worse during heavy periods of rainfall. We have cleared the leaves but it has made no difference. This issue was addressed last year, someone came, couldn’t get there vehicle close enough and so nothing was done to sort the problem.
