Damage to pavement, trip hazard

There is a section of pavement which seems to have been damaged / sunk. It's square in shape and is approximately 5cm deep. Not sure if this is connected to the building work going on in the houses next to this- it's right next to where lots of earth has been moved so perhaps the pavement couldn't cope with the machinery?
