Gravel over path / cycle path into road

It looks like someone has done a very bad repair using gravel. The gravel is on the path / cycle path and extends up into the car park. Its also spilling onto the road. Because this is loose gravel it is potentially dangerous for cyclists and will be hard for wheelchairs and pushchairs etc. As far as I know loose gravel should not be used in a place like thia
