Two flags on lamp poles distracting at night

Sent to Oxfordshire County Council less than a minute later

Some flags have been removed but two are remaining. These are right by the lights at the top of the pole. These are flapping around by the light either reducing the light or causing a flickering effect when it's flapping in the wind. Safety hazard .
