And here’s what I wrote if you want to get inspiration or copy/paste -

A second side of the pedestrian guardrails has been completely damaged beyond repair by another vehicle collision. This is the second time this has been damaged in only a few months, and it leaves the central island posing a serious health and safety risk. this crossing area can now not be used to cross the A4074 as the railings provide limited protection from vehicle collision. This needs repairing as soon as practical to avoid any further health and safety issues.
