Cycling filter causing congestion and blocking roads

Over the last year there was a cycle filter added to the Oxford Road which narrows the road from 2 lanes into 1, right where there are traffic lights. On exit of Oxford Road at the original swan there are 2 lanes. This cycle filter lane is causing congestion and blocking the junction at the bottom of Holloway! Now, people turning right off Holloway only have 1 lane to turn into rather than 2, and this ends up causing the cars to tailback across the junction, stopping traffic flowing down Holloway and stopping traffic from Oxford Road going East towards Tesco. It is truly fascinating how something this obviously detrimental to the flow of traffic could have been approved. I have reported this once and was told, on 9th May, that is 6 months ago, that it was being looked into, in fact, that "defects at this location have been identified as meeting our criteria for intervention, and repairs are scheduled to be carried out soon." 6 months ago!! Is there actually a plan in place? If not, then please, send someone out to watch the traffic, especially at busy times of the day, and that's including the times that the congestion charge on Holloway is in place, and you can see how quickly the traffic now gets backed up. Sometimes after only 2 or 3 cars have exited the traffic lights on Holloway. It literally makes congestion far far worse. Please look into this as a matter of urgency.
