Fence leaning into footpath due to overgrown hedge which does not belong to anyone

For months the fence has been leaning and is now nearly 45 degrees due to overgrown hedge growing at the end of Haywards close on a small patch of land that is not owned by any of the home owners. The fence is leaning into the footpath at head height restricting the space.
