Uneven road surface means that a puddle forms

There seems to be an uneven road surface/pothole which means that rainwater consistently collects on the surface of the road here. This means that the dropped kerb isn't accessible. It also puts pedestrians at risk of being splashed as vehicles drive by. This has been the case since at least September, but I suspect its been going on for longer.
