Water is coming out of what appears to be a manhole cover by the iron railings outside number 4.

Sent to Oxfordshire County Council less than a minute later

A substantial amount of water is collecting at the top of Chapel Hill outside of number 4 and 6 but the water is running down the hill on the only footpath. We are very concerned with the cold weather that this will freeze and someone will get hurt.

However, there is a Thames Water asset nearby, and the issue may be related to a water leak. We recommend reporting this directly to Thames Water.
