Road flooding causing floods to property

This has been a problem for a while and I have reported this before, everytime we get heavy rain the road out the back of our property in Naldertown floods as in the pic attached, this is outside of number 60 Naldertown, this then flows in the back gardens of numbers 34-36 Naldertown which in turn floods into my conservatory. I really dont understand why something so simple can't be sorted out as this will continue to be an issue.
