Non maintenance of grass area owned by council due to cars parking on it as the wooden bollards stopping this have been removed by individuals wanting to park there

This area that I have consistently complained about is an eye sore and a danger to pedestrians due to the cars mounting the pavement and parking , using it as a parking area which it is not. It cannot be maintained when the council cut the other grassy areas due to this issue. This could be stopped if the bollards were replaced on the pavement to stop cars and vans mounting onto the grass area . Children pass this area to go to school and the cans and cars are reversing off the grassy area creating a danger to pedestrians . Please can this be looked at from a safety aspect as well and please replace the rotted bollards
