Loose cobble on edge of cover plate is a trip hazard

I noticed today that there is a raised cobble protruding upwards about 2-3 cm, on the edge of a cover plate/manhole cover in the middle of the footpath which is a serious trip hazard. This is in the corner between the Dolphin Gallery and the adjacent Creations shop.
